I surmise that this was used as a condiment server (probably mustard). It's 4" long from snout to tail and has the look of being fairly old. Has seen better days - it  has small chips around the opening and the ladle is broken. The ceramic itself id egg-shell thin so the chipping is not surprising if it as used a great deal.
