Was hoping someone could clue me in as to the purpose or correct title

for this very unusual English Porcelain Vessel backstamped Empire Works England with scenes of sailboats and windmills.   Also any idea of approx. value for this antique piece.

This is called a tyg. The purpose was a drinking vessel to be handed person to person. The design was used at an ornamental one long after it ceased to be used practically.
