antique European pewter tankards marks

Hello All,

not sure if anyone can help me identify the marks on the bottom of this set of 7 pewter tankards. I found them at a market in Belgium but these are much heavier than the ones we normally find from Belgium and Holland. I thought maybe France with the F mark but not sure.

Any help would be great.

Russia is mainly associated with the double-headed eagle as a symbol from their coat of arms from the past.  Some other German states, as well.
