I can't find anything that looks remotely close to your chair. The ladder-back looks like a 1960s-80s production run put out by Sears. The heigth of it makes it look like a throne, possibly for some organization. The arms are Jacobean. The lower stretcher is too close to the floor which usually indicates that the legs have been cut off...have they? The carved upper stretcher appears to be Victorian. This chair has no specific style that I can see. I would guess a value around $150-250. I am not an Appraiser.
This is what someone else said.

"It is very hard to value since I have not seen another like this in 33 years of collecting. However there are some photos of chairs in the Russian furniture book which are similar. None have ever appeared at auction. Mabey $2,500 to 3,500?? MDK"
