Black metal wall sconce - what is it?

I found this wall sconce in a box. What is it exactly? Is it of any value?

I photographed it on a plastic cutting board with 1" grids so it's easy to determine its size.

It's black metal and the whole thing is very ornate, sort of Victorian is my guess. The arm is about 12" long, it has a swivel wall-mounting bracket, and at the end of the arm is an ornate open bowl shaped metal tray or basket that can spin on the arm.

Any ideas as to what this might have been used for and about how old it is?

On the back of the wall bracket

(Iron Art)    JM12A    5

The words "Iron Art" are left of the JM12A, small and rotated 90 degrees.

No other identifying marks on it.

They were used to hold oil lanterns. Is there any marks on the inside of the round holder or back of the wall bracket? Maybe from the 20s early 30s?
