Black metal wall sconce - what is it?

I found this wall sconce in a box. What is it exactly? Is it of any value?

I photographed it on a plastic cutting board with 1" grids so it's easy to determine its size.

It's black metal and the whole thing is very ornate, sort of Victorian is my guess. The arm is about 12" long, it has a swivel wall-mounting bracket, and at the end of the arm is an ornate open bowl shaped metal tray or basket that can spin on the arm.

Any ideas as to what this might have…

Am I Becoming a Hoarder?

The other day I was bored and decided to watch a couple of episodes of "Hoarders." I'd heard of this show for years but had never watched it before. The first hoarder they featured was one of those sad cases with waist-high garbage all over their house, and I felt only sadness (and horror). But the second woman was a collector.
