"It looks like a cast aluminum/aluminum alloy with japanned top.
The japanning looks matte in the image, but since I don't have it in hand, I can't tell if it's a resin enameling or not.

"These metal screw tops are most often chrome or aluminum. This one also appears to be japanned, judging from the top photo."
