I've searched around and the best I could come up with is that the piece is made by L.E. Smith Glass. It's from their heritage collection. They have a 7 inch bowl Item #1515. I could not find and pinwheel and buttons pattern anywhere.

Started in collectibles/antiques about five years ago thanks to my mom who can in turn thank my stepdad for getting her hooked. It started with depression glass.
