These were also worn by Canadian WW1 military cavalry soldiers.
These are not Spats. They are Half-Chaps. They are commonly worn by equestrian riders even today. If you do an internet search you will find many examples.

These were brought to me to identify. Are they "spats"? This pair is very hard and rigid. They are made of rough out leather with a buckle at the top.
