It looks Japanese to me? Can you see if there are any markings on the bottom? If it is made of an artillery shell this is called "Trench art". Made by soldiers in both world wars. And very collectible!
I don't know if Artillery Shells came in that size, if you took it off the base you might see the firing pin. Other than that, not much more can be said, it could be American made or not. These items can be hard to ID in Photos, and it's hand done,…
Yes it collectible work of art. Can't see the top. Can't tell how old, or where it was made, or what it was made from.
It's a good idea to check all the wiring and connections in an old lamp before you use it.

I found a beautiful lamp, what looks to have been made out of a hammered brass
vase or tall pot. It's 6"inches wide by 7"inches tall on an 8" inch ebony base.
