Share 'Weird old 'Juno head' ceramic face pot?'

If any one out there can help me identify this object I would be forever grateful..Piece looks very old & black tarlike substance is obscuring some of the blue glaze - cleaned a little off for photos but left some in case it aids origin or use..old face winking or squinting on one side with a baby face on the other..hole in the center...I am wondering does it have american roots? Thanks
