looks like a casserole carrier to me

Please include sizes when you post items, we cannot tell if it's a casserole size or a cedar chest size. Do you have a markings on the metal handles, on the canvas straps? Where did you find it, where are you located? do you have an idea based on where it came from?

Looks like (doesn't mean it is) a sling for an animal, veterinarian or animal shipping. "This" isn't much of a description. No size, materials,  provenance.

I  had another thought but I got timed out and it didn't post. Those black things, handles??, are they metal?

I'm thinking it may transport military items for airplanes such as wing tanks, gun pods, ammo, rockets, etc.

its kind of hard to tell without a description of how big it is right? I was thinking it could even be a medics lift sling. There are just so many options that this could be

It's printed in big letters, JEX 150.  That's what it is.  JEX is a NEW breed of calves and your whatjamacallit is a sling for one if needed to gently transport them. I think that answers your question.

No recent sales or any sales; cannot establish value. Not an antique, nor are they collectible!
