Print is of fisherman outside of city.  In background is

unique structure,  possible early high rise.

Familiar to anyone?

Frame is Newcomb-Macklin.

John, I keep thinking about more things that I forgot to say.

If this was painted during the war years it could have been painted by an artist from the  invading (or liberating) army and signed by him in his native language which is why we can't figure out what it says...

I once read that the allies consisted of many different nations. Check out the history for a list.
