This is a decorative commemorative plate...where is it from? What is it?

I posted this a little while ago and really did not get much assistance.  So, since it seems there is a renewed interest in solving the mysteries that are presented to us, I am going to try again.  Thrift store purchase.  It just looked interesting and special.  Any ideas?

1851 was the year of the Great Exhibition in London, but the number is probably just a coincidence.

Sorry about that.  Checking Heraldry, Coat of Arms, lamb,dove,crown, porcelain plates,  maybe something will come up.
