Doing a Ebay search I've seen similar ones that have markings indicating that they were made in Japan. This one, however, shows no such markings.

Does anyone know the time period/location where this was made ?

This is a Prince Nova variety. Not the same. Thanks anyhow.

PRINCE PIPETTA is what is written on the lighter.  Everything I saw was written in Italian. Michael's post is listed in "R" currency which are RANDS, R100 = $6.83 USD.  R200 (Price sold) was $13.66.

Pipetta (Italian and Hungarian) translates to pipette (English) according to Google.

However, a pipette is defined as a tube used to transfer liquids in chemistry, medical, and other labs. Which doesn't make sense to me...go figure.

I still think it's a letter L not a letter P.

Nope, It's definitely a P afterall.  I found a photo with some printed documentation from the markers which clearly shows it as a lowercase P.  See the red item.

I'm just so used to seeing fonts at work which simply don't represent the letters well.

My point for referencing the above information was that all the the PRINCE PIPETTE lighters are manufactured by Prince International.  I found Colibri, Firebird, Nova, etc.  but the one you are showing us is the Prince Pipette by PRINCE....which has its headquarters in Japan.

I wonder why it's not stamped Made in Japan.

That, I cannot answer.  But I do know that the ones I can across in my search did not say Made in Japan, either...but they were not the wood grain one.  Maybe it was before they started doing that?  Maybe it was later.  On their website, it has the same same lighter still available, but does not have any pictures showing the bottom.
