dont know for sure but the handle looks more modern 1960s, just a gut feeling

Thinking 1950s 60s

Never seen a ice cream scooper that you had to use two hands to scoop out ice cream.

What function do the two "knobs" serve? i.e., how does it work?

I haven't tried it, but I'm guessing the knob on the back helps "remove" the ice cream from the scooper.
