The man from the MWTCA that helped us with the mahogany wicker serving piece, is now asking us to help him...FYI...even the Antiques Roadshow cannot get this one...yet!
I think it is an ice tool. So you use the tip to crush the ice, the "tenderizer" part to break it up or scrape it, and then turn it over to scoop the ice into a container for use in drinks, or whatnot.

My 1st guess would be a sugar scoop for back when sugar came in a large chunck.
