Mystery Tube with screw off lid

 I found this at the thrift store and think it may be an umbrella holder but, I'm not sure. It is 12 1/4 inches long, seems to be Bakelite and has 4 rows of 5 holes along it. Has is a chain (appears to be brass) on the screw top, also has number 38 on the inside of the top.

To test for bakelite dip end into very hot water for 2-3 seconds, remove and smell.  If it smells like oil it's bakelite. The odor is very strong.  If you "think it smells like it" it isn't.

I'd guess the holes are for some type of extension.  Another piece fits inside and it has spring activated buttons that pop out in the holes and hold the pieces together.

No idea what it's for. Others may know!

I think that this could be a pomander. Used for hanging in a wardrobe among clothing and filled with dried lavender or a moth/insect repellent. My late Mum had something very similar made from porcelain (but was not decorated) which she kept in her clothes draw.
