Call it a brass chamberstick in your search. The green stuff is oxidation called verdigris which occurs over time.  Do not clean it.  The engravings look like letters from a Middle Eastern language, possibly Farsi, but I can't see them well enough to be sure because of the angle and back flash.

Not the best pics, but I think I see sun, animals, pyramids. Probably a souvenir from Egypt for the tourist trade. 20th century.
