Took some sleuthing but I think I figured it out.

Tennessee Electric Power Co. (TEPCO) sold to the Nashville Coach Co. (NCC) who operated from "early August, 1939" to 8-03-1941.  They operated motorized street cars that were replaced by buses on 8-03 and their name was then changed to Southern Coach Lines. No. 84 may have been a Streetcar's number and ignition key, or the Operator's number.  The small round thing is a metal button that attaches to a button hole flap on his duty belt. Wear and tear indicates heavy use which is normal. Value is estimated at $100. or less.
