I have some idea of what it could be I googled the name on the internet got nothing. Designer sketch possible or wardrobe sketch for a movie?

Actually that's a "G" not a "C", Gallois, first name is Emil or Emile. French artist. And they are signed prints, engravings or colorized lithos of current or past fashions. Circa 1930s.  Some say "mid 1800s" but the fashions were from the 1800s into the 1930s. 

The values (asking) are around $100-$400. USD, but yours is quite plain and simple (asking $216); whereas the ladies fashions, brightly colored bring the most money.

Thanks Tom, there is a number 33 in the bottom left corner. 

I suspect "33" means 1933.  Possibly the original picture was cut or folded over in order to fit inside the frame. Doesn't add any value, except to confirm what I said earlier that it was made circa 1930s.
