It is 10.5 inches tall

3.25 across both top and bottom.

It reacts to black light

Hi Kathy, Sorry for the delay. I've been having lots of troubles getting to view my email online. I'm currently in Fl. at our family condo. Anyways, I'm unsure on the shape of your vase. Have you verified that shape for Fostoria? If so, I'd say, absolutely! That's the "Brocade" pattern! Please see the link I posted below. :)

I was also able to verify with a Fostoria Collectors group as # 2421 made only in 1929.

Is that true of all Brocade Palm Leaf?
