3" globe shaped glass bottle with captive plastic ring at mouth of long neck

My neighbor found this while digging with a backhoe in the yard of their 1800's farmhouse in northwestern Washington State. It's a small clear glass bottle or small flagon(?) about 3" tall with a globe shaped lower end and a thin neck and prominent ridges at the base and top of the neck. It has three decorative rings around the flat base, no markings anywhere on it. And here's the oddity: it has a clear/white captive plastic ring around the mouth of the bottle. It used to have a flat black plastic disc (remnant of something larger?) floating on the neck, but that fell off as we were handling it.

The dark in the bottle is dirt. We liked leaving it in there.

Any ideas as to what this might have been used for, age or any other information?

The shape of this bottle looks like an antique Holy Water bottle design.  I have been coming across them more and more, while helping other people with their own mysteries.
