I actually know this one! That is called a 7 finger (or arm) tulip vase. It's delft blue handpainted. That exact one (059280) is sold at souvenir shops with various marks. The mark on the bottom of your vase is found on souvenirs made in Holland.

This 11 inch diameter (and 4" deep) stoneware bowl is glazed brown on the interior side. On the bottom is a large star with the words THE GERMAN in it. Anyone recognize that logo?
