I found this item in a thrift store and swiped it up very quickly.  The bottom is white and blue porcelain, highlighted in what I believe to be Gold Leaf.
It has three lights, and THIRTY TWO, beautiful, blue capodimonte Roses accented in Gold, hanging daintily around it!  The whole item is in Wonderful condition and yes it still works.

Marked on top of the canopy, "MADE IN SPAIN".

Can anyone tell me more about this chandelier and how much I could ask if I were to sell it please.

Sure, we've sold similar ones, not in blue which may limit the market, all restore, rewired ready to hang for 375-590, We sell 1000s of antique chandeliers and these are some of the best values out there.
Thank you very much for the reply, I apprecaite it. This item still has it's original wires but we know it works because a friend stuck the wires in a light socket and it lit up (I was far to chicken to do that  myself LOL) The lamp has not been restored however it is not damaged in anyway (not even the little roses). The only thing I noticed was the little plastic pieces that go around the lighting fixture show thier age. I put a price tag of $450 on it but wanted to be sure I was within the right range.
