Strange possible religious trinket?

More of my grandmothers old stuff...

Not sure what to call this, it was included with some religious items, including a small cross, some saint's token (I think) and a old button with Jesus' photo holding a child.

It is very small, only about 26mm wide and 6mm high. It looks like it might be a pendant for a necklace, but it has two small hooks on the back on each end. 

Any Idea what is is?
