Whazzit?

I assume this is a pomander jar. It's just over 4" tall. The holes are too large for salt and pepper. Some other suggestions: might also be a muffineer, talc shaker or flower frog, although I doubt a frog - it's too small and has a hole in the bottom. Any opinions?

It looks like a Nippon sugar shaker to me.

I think you nailed it! When you google Nippon Sugar Shaker you get tons that look like this!
