Need help in identify a strange item I recently purchased ( possible Barbershop Smokeless Ashtray)

  I have a device that consists of a glass jar with a metal retaining ring around the neck of the jar, that connects to a metal upper assembly.  The metal top section will expand upward to open a drop chamber into the jar.  It also has a rubber hose attached to the top piece nipple - perhaps to siphon off the smoke/fumes.

  The entire device can be attached to a solid object ( shelf, table ?)  using the rear, removable bracket that is activated by a lever, there is a 2 inch with rubber band and mounting screws in the jar.... no idea what this rubber band is used for?????

   The metal upper assembly seems to be puter with some pieces, chromed.

 

  Unit Total Retracted height is approx.  11 inches

  Unit Total  Extended height is approx.   13 inches

 

    The extended section shows burnt marks on the back of the extension,

 suggesting a cigarette or cigar was dropped into this jar thru this extension

 chamber.
