There are lots of beaches on the FL panhandle that are pet friendly. Apalatchacola is a wonderful city to bring your pet. Most places allow you to bring them inside. St George Island and Cape San Blas have many places to rent that are pet friendly.
We take our Beagle to Hilton Head Island, SC every year since he was 6 mos old - it's very pet friendly! I think there are restrictions during the summer months, but we go in the fall and the weather is great and the beach is quiet. Plus there lots of thrift stores - the "Litter Box" will allow us to take our dog inside. :-)
