Hi Frank, nice breast drill you have there, miller falls was a large tool seller and maker, simular to stanley but smaller.  it is marked patd 1890, does not mean it was made in that year, only some new idea, was protected by a patent from the us patent office on that date,

looks like the one in my collection mine does have the spirit level so when drilling you can drill straight when pressing with your chest against the curved plate and one hand cranking and the other one guilding

http://www.datamp.org/patents/displayPatent.php?id=12092 explains the patent  item, tho they used it diferent as stated at the end of the page.

us patent 419.703 jan 21,1890

Spirit Level for Bit Braces Joseph McLaughlin Erving, MA Spirit level in the head of a brace bit with two bubble for both level and plumb.
Millers Falls appears to have purchased this patent and utilized it on their breast drill line without the mounting of the level in the handle. They instead utilized a single spirit vial mounted on the frame with some of their breast drill models.

yours looks to be a model 12 http://oldtoolheaven.com/breast_drills/featuredbd.htm

there is several on ebay right now differnt models 1 # 12 is $27.95 buy it now
