Wondering about History and Background of this Antique Mesh Coin Purse with Expandable Top Closure

I'm just wondering if someone might know more information about this antique silver mesh coin purse with an expandable top. The top closure twists on and says sterling under the top. The top is small and then expands when you open the closure. There is a loop at the top of the coin purse to wear around your finger. What year is it from? Is it German or Czech? What is today's value? Thank you for any information that you may have. Just trying to surprise a friend by letting her know more info. about this treasure her grandmother left her. This is the closest picture I could find to what she has...the top is a wee bit smaller...like the size of a nickel.
