I have a small .800 silver spoon (made in Germany, turn of the century). But I'm having trouble finding what the design on it is for. It looks like an old European crest of some sort, but I can't figure out if its for a country or some other use. Any ideas?

I think it is referring to Geneva, Switzerland. Here is the corresponding arms/flag:

Awesome, that is clearly it, thank you so much! So its a souvenir spoon for Geneva, Switzerland, but made in Germany. I've managed to come across a fair number of different collector spoons, and found this link interesting:
