Unless it has a well for the perfume, it's not a perfume lamp, just beautifully decorative. I think it may be an Editions Etling. If you Google it, you'll find quite a bit of info.
Hi, I collect French perfume lamps, so I have a bit of knowledge, but I haven't seen this combination of marks, Limoges is an area in France, Halga is, I believe, a shop in Paris, retail.
Etling Editions commissioned artists to do pieces for them, an example is Chiparus. But there would have been a paper factory label.
Perhaps Halga did something similar. I would do an internet search for french perfume lamp woman, or some relevant combination of keywords..or try ROBJ perfume lamp, you may come up with a match.

I noticed your lamp ( or very similar ) is listed there under 'Art Deco'.
The seller is incredibly helpful, so she might be able to give you more information.
