Help I don't have a clue if this is military but it's beautiful, 3 1/4" X 3 1/4", it was found among some beautiful costume jewelry pins.

I can't find this "Cap Badge" on line.  The crown over the top usually indicates ROYALTY but if it was it would include ER (Elizabeth Regina), which it doesn't. Therefore it makes me  believe it's from some costume. The bird, possibly an eagle, is huge in comparison to the badge which also indicates it's from a costume. Value for metal cap badges range around $8.00-20.00 USD. Yours appears to be fabric; value estimated $5-10.00. I cannot find any meaning for the word, TRADITIONAL.
