Does anyone recognize this mark? I've been searching for weeks with no luck.

Meissen, Germany has "crossed swords" hallmark in various designs and shapes but always with a hand guard. Meissen is copied because of its popularity and value and to evade copyright laws the crossed swords look like quills,pens, arrows, etc.  I suspect that is what you have. Some forgeries are very nice and have good values. The mark of the "shield with A49 in it" might be the decorator's mark. 

Belgium has some old marks from around 1750s-70s that are plain crossed sticks(?) like yours but I  couldn't find any company name. If you google,Belgium porcelain marks, and click "Images" you can see them at #8 and #9. They also have 3 dots inside 3 angles.

While seeking info about a new post on kalk I came across a mark that might be yours. I didn't copy the link, just jotted down the info-you look it up.

Charlottenbrunn 1866-1920. Germany.

Your mark, so said, was made in Dresden, Germany.  Meissen is a different city.

I'm not convinced it is a Meissen mark though, as they aren't typically raised marks, but are blue and flat.

the apparent crossed lines may not be a mark at all, they may simply be a strange method of sitting the vase in the kiln for glazing.
