Help identifying " bishops chair"

I am trying to sell a piece of furniture I was recently given by an older friend of mine. My friend and his partner owned this piece for 45 years. I was told that it was from a church in New England. I am not sure of the age of the piece but my guess is late 19th or early 20 century. my friends have always called it a "bishop chair" but i am not sure if that is what it is actually called or if a bishop actually sat in it. Another jobsite dug up item- Water or steam?

Looks like an attachment for a pipe or water line. Has a interior wing nut on a threaded stem to adjust height of the pin/top that pops up from inside the cone/nozzle. Best guess has been a shop made part for a sugar plantation machine. Found in the dirt, on a large property that once had a Chinese plantation camp. Thanks to all with edumacated replies! Lol aloha
