Need help identifying artist

Recently purchased an oil painting and need help identifying the artist and some idea of value. Hardware that holds the blocking frame together is patent dated from late 1800's. Beautiful work but does have bit of damage, so would like to know who artist is and some idea of vale to determine how much to invest into restoration. Any help would be greatly appreciated!

MY THOUGHTS & OPINION

I had an elderly lady friend (80s) who inherited 6 cardboard boxes full of UNUSED stamps from a deceased relative. Many full sheets. All stamps from WW II and earlier. ALL UNUSED, many full sheets.  She insisted that I take them and sell them for her 50/50.  I spent 3 months trying to sell them. The highest offer I got was $400. for all of them.
